Sangguniang Bayan pays tribute to ‘Mama Lita’

THE Sangguniang Bayan of Jose Panganiban recently paid tribute to the deceased former councilor Carmelita R. Padilla for her outstanding public service while in office.

Padilla, known to her friends, workmates, and acquaintances as “Mama Lita”, died on Saturday, July 17 at 86.

In SB Resolution No. 1212021, the council has expressed “its deepest sympathies to the family and relatives of former Councilor Carmelita R. Padilla”.

The resolution has also recognized her “remarkable and exemplary legislative achievements” as councilor.


The resolution was approved at the 97th session of the council and was read in the presence of the nine council members. The council comprises 10 elected members.

Padilla (on the right photo, with her husband Roy Padilla Sr.)  first served in the council in 1988 as an appointed member to fill up a vacancy after the first councilor assumed the post of vice mayor, following the death in a car accident of then-Mayor Ronnie Padilla.

Then, Vice Mayor Arnulfo Arenal took over as mayor.

In 1992, Padilla was elected to the council on a regular local election via an overwhelming number of votes and served for two terms until 1998.

As a councilor, “Mama Lita” took care of barangays Motherlode/ Plaridel, Osmena, and Calero, where she proved her qualities as a public servant.


Among the committees Padilla chaired were those of the Women, Children and Family Rights and Welfare, Social Services, and Non-governmental Organizations (NGOs) and Social Functions.

Loved and respected by Mambolenos, she was supported by local women for her advocacy to protect women’s and children’s rights.

Padilla (left photo with the First Lady Imelda Romualdez Marcos) filed a council resolution supporting a pending House Bill No. 1326 calling for the “protection of women in the workplace from sexual harassment”.

She was laid to rest on Friday, July 23.

“Mama Lita” was the wife of former Camarines Norte Governor and also former Mambulao Mayor Roy Padilla Sr and the mother of two former mayors of Mambulao, Ronnie Padilla and Dong Padilla. - APHernandez
